In aldressing a meeting at Toulouse yesterday, M. Freycinet, the French Premier, declared that tho Government considered fur her colonial acquisitions on the part of France were not to be desired, but that they wt-re determined to retain those which Franc) already possessed. He expressed a hope that such a solution of the present difficulty with regard to the New Hebrides would be arrived at as would be in confirmity with the dignity of France. Sofia, Sept 28.

General Kaulbur3 has intimated to the Regency that if the meeting of the Grand Assembly is not delayed the Russian Government will regard the decisions of that body as invalid. Capetown, Sept 28. Sir Hercules Robins m, Governor of Cape Colony, will shortly proceed to Mauritius for the purpose of arriving at a settlement of the dispute which has arisen in connection with the Government of that Colony. London, Sept 29. It is announced that the Right Rev Thomas Carr, Bishop of Galway and Kilmacdaugh, has been appointed to succeed the late Dr Goold, as Roman Catholic Archbishop of Melbourne.

THE IMPERIAL INSTITUTE. Received Sept. 30, at 10J30 p.m. Ottawa, Sept. 29. In the Canadian House of Commons yesterday a credit vote of L2OOO was proposed towards the fund which is being raised for the es’ab'ishm'>nt of an Imperial Institute in London.
