The Provincial Council of Westland was opened on the 7th inst. tn the course of his address the Superintendent said his firm conviction was that the time had arrived when the system of double Government should erase. So long as the present Provincial system continued, so long would the weaker subdivisions of the colony continue to suffer. An extravagant price is not asked for votes in the borough of Napier, if this may be taken as a sample of the free and indepedenf:—Five electors offered to plump lately for a candidate for the small bribe of a drink a-pieee. The weather was hot and dry, but the heat of the atmosphere (savs the local journal) scarcely accounts for the demoralisatiou of these voters. An ocean race for five thousand dollars is about to take place between the British ship British King and the American clipper Three Brothers, on a voyage from San Francisco to Liverpool, with cargoes.
