INDUSTRY RESPONSIBLE.

Cabinet is considering a scheme to make industry, both employers and Trade unions, responsible for the solution of unemployment problems without Government or outside intervention. Sir Allan MacGregor Smith, for the employers, and Air J. R. Ciynes for the unioilß, favour the principle, but'there is a difference of opinion whether the obligation should rest on industry as a whole or whether each trade should be responsible for_its own unemployed. Mr Ciynes considers that respotisibiL ity _ should be collective, otherwise individual trades might be saddled with impossible burdens. *
