A change of front on the part of tho French Government appears to be imminent, according to the newspapers. Hie Premier, speaking before the Foreign Affairs Committee, stated that the Government had decided to permit French merchants and manufacturers to open commercial relations with Soviet Russia, though there was no question of recognising the Bolshevik Government. A Moscow wireless reports that the Supremo Economic Soviet has issued a decree permitting foreign capitalists to work Russia’s natural riches with the right to export a portion of the products. The Government promises capitalists that investments in their undertaking shall not be nationalised, confiscated or requisitioned, and they may engage workers in Soviet Russia in accordance with the existing labour laws. American business interests are urging the United States Government to follow the British example and prepare the way for resumption of trade with Bolshevik Russia, the plea being made on the ground that the British will obtain control of Russian markets and bources of supply to the prejudice of Americans.
