At the ' Genova Conference, the League Council decided that the Budget be based on the gold franc as the monetary unit. The First Commission has refused to accept the amendment to the Covenant, suggested by Sweden, Norway, Argentina and Panama. Mr A. J. Balfour thought it inopportune for any country to suggest an amendment within six months of its admission to the League. Probably the amendments will be referred to the next session of tho Assembly. The Council invited tho Scandinavian States to police the Yilna territory during the taking of tho plebiscite. . The Disarmament Commission is unable to make any progress beyond academical discussion's. France feels that the League must be certain, that Germany carries out the terms of tho Peace Treaty, concerning disarmament. France also considers it prudent to be reassured against Germany arming secretly.
