EAIAPOI. The Kaiapoi Borough Council met lairi evening; present—The Mayor (Mr J. H. Blackwell) and Councillors J. L. Smith, R. Wylie, P. R. Leithead, W. Wallace, W. Doubleday, H. M'lntosh and J. W. Barnard. The Canterbury Progress League wrote advising that the report on the Waimakariri harbour scheme was being completed and would be circulated to local bodies in time for consideration before the conference on better port communication for Christchurch, to be held on Juno 5. The Mayor and Councillor W. Doubleday were appointed the council's representatives at the conference. It was decided that the council should confer with the Rangiora County Council on Thursday, May 27, in regard to the Cam bridge. , ~. A letter was received from the Railway Department explaining that the delay, in arrival of the earlv train to Christchurch was due, in practically every case, to the running of other trains. A lengthy aiscussion followed, during which the Major said that owing to the trend of social conditions, the primary funo.ion of the Technical College was being eeriously departed from. Its theoretical and practical training were intended to assist the industries of the city, such as etc. But such had been tho course of events that a large pari of the training was more of a oomniercial than of an industrial nature. Councillor Jamieson pointed out that Sumner's contribution had almost doubled in three years. A good deal of criticism was levelled at the system which gave the board the power to demand cer;ain levies.
