He considers that Australia offers tho greatest opportunities of all for tho settlement of ex-soldiers. He favours a group of settlers on 2CKaero holdings in irrigation areas and 100-acro holdings in rain belt areas. The system of supervision should be greatly strengthened and organisation improved, particularly in regard to marketing arrangements, Ho considers any scheme for settling ex-soldiers on grazing lands is impracticable. Ho recognises that finance is tho root difficulty of the whole problem, but says that efforts are afoot to impress upon the Imperial Government tho urgency of the matter. Expenditure, eventually, must prove economical, for every Englishman settling outside the Empire represents a loss in production of £SOO yearly. More generous treatment by overseas Governments and closer co-operation with the Imperial Government is essential.
