ACHIEVEMENTS THAT CULMINATED IN VICTORY. DISTRACTED RUSSIA. Mr "Winston Churchill, in an address to trade unionists and employers, outlined the astounding work of, the Ministry of Munitions. He explained what was "being done to release labour, and said that if all worked together loyally the great industries of the country soon would resume their normal activity. Tliere is a movement to form, with Allied help, a new government in southern Russia and to establish an army with which to stamp out Bolshevism.
