PARLIAMENT PROROGUED. THE KING'S SPEECH. Keutar's Telegrams. (Received November 22, 9.40 p.m.) LONDON, November 21. The King's Speech at the prorogation of Parliament referred to the triumphant issue of the war and tho oonolusion of an armistice which promised ere long an honourable enduring peace. He expressed admiration and gratitude for the aslf-saoriflcinjK devotion of tho pe«-
pie of the Allies that had led to tho glorious result. Exertions mußt not be abated until the ravages of war had been repaired and the fabrio of national prosperity restored. Through tho extension of the suffrage, all classes would have an opportunity of joining in this beneficent undertaking.
