THE CONFERENCE.
POINTS FOB DISCUSSION. (Received November 23, 12.20 a.m.) NEW YORK, November 21. The "Chicago News" states that before the Peace Conference is convened, the Allies niustbein agreement on the following points:?—(l) Shall the conference be open or secret? (2) Equality of economio treatment of nil nations. (3) League of Nations, with reduction of armaments. Thereafter the conference will proceed with the discussion of all remaining questions, including the disposition of territory on the west bank of the Rlmo; the future status of German colonies; shall small States be encouraged to federalize ; now boundaries of rstored nationalities; how restoration and indemnities are affected.
