INTERNED IN HOLLAND. United Serrfus, AMSTERDAM, November 20. Seven German torpedo-boats which

A French communique states:—-We passed Givet, where 8000 Allied prisoners were collected. We occupied Neufchateau and Etable, and have reached St Avoid and Saarbrucken, iu Lorraine, and Ober Ehnheim, southwest of Strossburg. In Alsace we occupy Neu-Bredsach, Huningen, and So Louis on the a'eft bank of the Rhine. An American communique says:—< The third army has entered Luxembourg. We progressed further in southern Belgium, and reached tlia line Grandritigen Welmeringen, Dudelango. Nonderoango, Antelbas and Grandil. GERMAN EXCESSES. THE HUN'S EXCUSE. Beater's Tfllograciß. LONDON, November 20. The German High Command, replying to Marshal Foch's protests against German aotß of violence in Belgium, states that the German plenipotentiaries at the armistice discussions em?haslsGd most strongly that the execuion of the conditions was" technically impossible, and if they resulted in excesses the blame rested exclusively with the Allied Army Command.
