GENERAL WITHDRAWAL BY GERMANS. LONDON, November 11. The Germans have evacuated almort the whole of the Briey area. There is a general withdrawal elsewhere, including Alsace-Lorraine, and it is proceeding satisfactorily, it has been arranged that Marshal Foch shall formally enter and take over Strasburg and Metz in the name of France and the Allies.
