Tho “ Nov York Times” Washington correspondent states that owing to the scarcity of gold, tho Allies, America and neutrals arc considering a proposal to introduce bimetallism based on silver at tho value of a dollar per ounce.
NEGRO SOLDIERS RIOT.
THIRTEEN HANGED. (Received December 13, 12.10 a-m.) NEW YORK, December 12.
At San ' Antonio, Texas, thirteen negro soldiers were hanged and fortyone sentenced to life imprisonment for participation in.,a riot at Houston on August 8, in which seventeen people were killed.
