SYDNEY, December 12.

Dr Morrison, Foreign Adviser to the Chinese Government, who is visiting Australia, points out that China’s declaration of war wipes out her treaty engagements, under which she owed Germany £12,600,000, and Austria £600,000 indemnities in connection with the Boxer trouble China also recovers possession of the concession areas.

Failing the appointment of a resident ho suggested that Australia should send a general commission of inquiry.
