BOROUGH COUNCILS.

LYTTELTON. The Lylte'.lon Borough Connoil met kst evening; present—tlio Mayor (Mr AV. T. Lester) and Councillors J. R. AVobh, M. ,T. Miller, J. H. Collins, T. Hempstalk, J. Gower, C. 11. Agar, J. R. Webb and O'. E. Johnston. A letter was received from the Diamond Harbour Burgesoea’ Association asking whether the council intendod to take any steps towards the improvement of dressing) accommodation at tho beach. The letter further stated that tho offer on behalf of fho residents respecting the clearing of tho beach still he.ld good whenever the council decided to-movo in the matter of providing bettor accommodation for visitors on the bench. It was decided to refer tho matter to the Estates Committee. A circular letter was received from tho Green Island Borough Council asking the council to endorse tho following resolution—- “ That in regard to war bonus to Civil servantfl, this council is of opinion that no unmarried employee without dependents, receiving £l3O por annum or moTO, or married employee receiving £220 per annum or more, should receive war bonus, and that no special grant bo paid to any official during the war.'' Tho letter was received.

Tlio honorary secretary of tho Lyttelton, Red Cross Committee wrote on behaif of the British Red Cross Society asking tho council to contribute £SO towards tho society's special “ Our Day ” appeal. On tho casting vote of tho Mayor it was decidod that the request should bo granted. An invitation to tho council to attend a service of intercession to ho held on Sunday, October 7, in the Holy Trinity Church was accepted. Tho financial statement showod receipts amounting to £207 8s 2d and an expenditure of £514 19s 7d. Tho debit balance totalled £13.833 10s 7d. The report was adopted, and accounts amounting to £267G Is 7d were passed for payment.

AYOOLSTON. The AVoolston Borough Council met last right; present —Tho Mayor (Mr M’Gregor B. AYright) and Councillors D. M'Rae, G. AY. AVhito, G. Borrows, i). Roberts, AY. J. Terise, T, Champ, J. Hobson, L. G. Hart and T. Radcliffe. E'pon tho report of tho foreman tho AYorks Committee recommended that Bass, Edmonds and part of Matlock Streets bo graded, the soil to bo carted to tho Recreant ion Ground. Tho report was adopted. The Reserves Committee’s recommendation that the piece of land in the Recreation Ground adjoining tho bafhs bo ploughed, scarified and sown down in grass, was adopted. The Electricity Committee reported having appointed Mr L. J. Homershain to tho position oi linesman. Referring to the complaint concerning the irregular times at which the street lights went off, the oommitteo had requested tho electrician to examine tho clocks in tho sub-station. The committee had no recommendation to make regarding tho alteration cf street light at Opawa bridge. The report was adopted. The By-laws Coromilteo reported that the town clerk had boon directed to take proceedings for breach of by-laws in connection with cutting hedges; and also to attend to complaints regarding the condition of a dairy in the borough. The report was adopted. Tho Mayor reported in connection with tho National Day of Prayer, .that tho ministers of tho various religious denominations in AVoolston would hold services in their own churches on that day. Tho Mayor reported that, strong complaints had been sent to tho Health Inspector concerning the insanitary condition of a. daily in Smith Street, threatening to communicate with tho Minister unloess tho place were improved. Tho inspeotor had re* sonted the tone of the letter, and had oxplained to the Mayor that a new building on a new site, with up-to-date drainage, was about- to be erected.

Tho Mayor and Councillors M’Rae and Hobson were appointed to meet the Drainage Board in connection with complaints concerning the pollution of tho Ilenthcote River by manufacturing _ concerns. Tho Mayor mentioned tho possibility of tho council ’ having to take action to recover its right«, which had been vested in the Drainage Board. Tho matter of repairs to Chapjunn’s Road was referred to the AA’orkft Coin miitee. Tho Green Island Borough Council forwarded a circular asking tho council’s support of its remit that no Government employee who was unmarried and without dependents receiving £l5O a year or more, nor married men receiving £220 or more, should receive the civil service war bouus. Tho letter was received, Councillors generally being against tho principle. The Hospital and Charitable Aid Board reported that five coses of diphtheria and one of scarlet fever had occurred in the borough during the month. It was decided to apply for tho installation oi a stamp-vending machine for half-penny stamps at. tho AVoolston Fost Office. Tho council decided that in future any complaints against tlio borough employees must bo submitted to tho council in writing. Tho town clerk (Mr Siddall) was heariilv congratulated upon tho careful manner in’ which 1m rate-book had been compiled.

SUMNER. The Sumner Borough Council met last night; present—the Mayor (tho Hon J. Barr, M.L.C.) and Councillors T. Drvburgh, H. C. Jamieson, 11, Piercy. J. 11. Gibbs, C. Jamiefon, A. ScTiior, W. Lawson and T. L. Whitfield. . The Alinisler of Justice wrote acknowledging tho resolution passod hv tho council in favour of flogging in certain criminal offences. The matter was receiving his careful attention. Mr S. AV. Jamiescn wToto regarding Mr A. D. Paterson's encroachment, stating that he wiis giving the council'* proposals very careful attention. Tho AYorks Commit tea's report was adopted. , The Finance Committee reported that tne manufactured during August jr.r.cuntea to 512,330 cubic foot. Tho extra discounts amounted to i'J 9s lid and the profit and loss account showed a satisfactory margin of profit. The average revenue per consumer was 8s 9d. One hundred consumers wero now using electricity. For the month of August the average revenue per consumer was 6s 3d. The average lighting worked out at 4s 7d and heating at Is Sd per consumer. The receipts on all accounts for August, amounted to £763 Mn 5d and payments to £1605 3a 2d. The debit balance at August 31 was £264D Ss 9d. Accounts amounting to £1635 Ds fid wero recommended for payment. Tho report was adopted. It was decided to purchase a second-hand motor-bicycle for the present borough engineer, after a trial rim of tho machine had boon made. . ...
