TO MEET AN EMERGENCY,

A SOLDIER M.P.'S REMEDY

Captain J. B. Hine. M.P., who is in command of tho Seventeenth Mounted Reinforcements, made a brief statement ,to a. "Dominion" representative on Saturday on the subject of recruiting, with particular reference to tho shortage. The emergency, he remarked, called for prompt and strong moassures, and should be dealt with from that standpoint. The Government should forthwith notify all single men in the Civil Service who will be classed in tho first division that they must within a reasonable time —say, a week —enlist or forfeit their positions. Captain Hine added that under this policy, with such detail adjustments as might be necessary, a considerable number of recruits would at once be made available, and a strong lead would be given to nrivate employers, who should be called upon' to follow the example of th" Government in reference to eligible single men in their employ. These measures. Captain Hine added, would not in themselves servo all the ends of justice. No doubt some men who should enlist would remain out of reach until compulsion was brought into operation; but tho present emergency would be tided over, and the shortage would be made good. And as soon as the Military Service Act came iuto operation men not amenable to i'liv other influence than that of straight out compulsion could be singled out for early and particular attention.
