The Mikado's Envoy has arrived at tho Imperial headquarters. He was received* with highest honours. Speeches,at tho luncheon given in his honour dealt with the Russo-Japanese relations. The Czar paid n tribute to the services rendered by tho Japanese Government regarding tho munitioning of the Russian army.
