There is not the slightest doubt that recruiting in Otago is badly in need of an inioetus of some sort or other. The quota'for the Twenty-first Reinforcements, which are duo to loave about the end of September, is a heavier one than has been the ease for some months past, but so far the progress returns show that only about half the number of men required is available. This is bad enough, but the position is made even worse by the fact that comparatively few names are registered for the three succeeding reinforcements. In view of the Defence Minister's appeal to keep up voluntary enlistment the position "call* for the serious attention of recruiting committees.
