CITY COUNCIL.

FORTNIGHTLY MEETING. The Christchurch City Council met lost night; present—tho Mayor (Mr H. Holland), and Councillors G. Scott, J. 0. Jameson, J. W. Beanland, A. S. Taylor. F. Burgoyne, W. Miller, E. Peak, H. F. Herbert,' J. R. Hay ward, W. M. Cooper, H. J. Otley, A. Williams and J. Reynolds. REMOVAL OF SALEYARDS. Tho delegates appointed to represent the City Council at the conference of local authorities regarding the proposal to remove the Addington safeyards, reported that several conferences had been held, and the delegates had also waited on the directors of the Canterbury Saloyards Company, but their reply was extremely unsatisfactory. The opinion of Mr T. F. Martin, counsel to the Municipal Association, was obtained, and it set out the procedure to follow to enforce 'the removal of the yards. The Riccarton Borough Council was now taking steps to make a new by-law dealing with thei driving of stock, and the conference had decided to postpone any further steps until the by-law had been given a fair trial. The report was adopted. TEPID BATH CHANGES. The Baths Committee reported that as G. E. Billson, the custodian, had been accepted for active service with the Expeditionary Force, it had been found necessary to rearrange the staff as under: —H. Breward, second male attendant, to be acting-custodian, at a salary of £3 10s per week; E. J. Jennings, who has been working on trial at the baths, to be appointed permanently. Applications to be invited amongst the council's employees for the position of third male attendant; failing a suitable applicant being found within seven days, tho position to bo advertised. Mrs Billson to retain the position of matron and reside on the bath premises. The report was adopted. ELECTRICITY.

The Electric Light Committee reported that an application had been made to the Minister of Public Works for a license to erect lines in North Richmond and the Opawa and St Martins ridings of Heathcote county. The electrical engineer was still being hampered for want of meters. There were over 600 on order with English firms, but as no supplies could be obtained from them, the engineer had been authorised to get supplies from America or elsewhere. The extension of the 'contract with the Government, providing for a fourth point of supply in order to facilitate the contract with the Waimairi County Council and for the quarterly reading of the maximum demand meter, had been approved by the Crown solicitors. There were several pohatB < at which new street lamps were required, and the committee requested authority to allot up to a hundred lamps. The report was adopted. Messrs T. Waddell, 0. S. M'Cully and J. Graham waited on the council to make representations on the subject of the change from direct current to alternating current. They stated that considerable expense was involved, and it would be unfair to charge a higher rate if they declined to change. The question was referred to the Electricity Committee. T. Waddell and Sons, Ltd., wrote claiming £4.0 for damages caused by the sudden stoppage of electric current used for driving their machinery. The matter was referred to the Electricity Committee. SWIMMING INSTRUCTION. Councillor Beanland moved that the council should rescind the motion granting permission to Mrs Wheeley to give swimming instruction at tho bath, and should grant no further permits except to scoutmasters and teachers in the schools taking squads to the bath. Councillor Reynolds, in seconding the motion, said that.he would like to see all fees abolished, with instruction free. Councillor Taylor moved that Mrs Wheeley should be given two months' notice as from July 1, of the termination of her permit to teach swimming, with a view to reconsidering the teaching of swimming in the bath and the remuneration of attendants for it. Councillor 3". R. Hayward seconded the amendment. The amendment was carired. MISCELLANEOUS. Mr C. R. Clark, chairman of the Lancaster Park Board of Control, in renewing an application for the remission of rates, pointed out that the council was empowered to do so in the case of non-proprietary sports grounds by section 27 of the Rating Act, 1910.' The letter was referred to the Finance Committee. * The By-laws and Finance Committee reported' that it would meet representatives of the Woolston Borough Council at the City Council Chamber on June 29, at 4 p.m., to discuss the widening of Aldwin's Road. The report was adopted. It was decided not to support the proposed establishment of public pounds near the city. A deputation of residents of Archer and Spencer Streets, St Albans, waited on the council to ask that the streets named should be put in order. It was
