(Received Juno 19, j 5.5 p.m.)

LONDON, Juno 18.

.The "National Journal" reflects on the new compromising spirit of the Littlo Englanders towards Imperial reorganisation, stating that the admission of the dominions to the control of foreign policy is urgent and easy. Their representatives could meet the Foreign Secretary periodically in council or sit in a reformed Upper House. When the dominions express a readiness to tax themselves ' for Imperial purposes on tho scale of our burden in this country, closer union will be possible.
