LONDON, February 21.—A German attempt to cross the Tser canal at Steenstraete was repulsed. South-east of Boesinghe the Germans seized an unimportant British advanced post. LONDON, February 20.—Reports from Washington state that Count Bernstorff's influence is waning, and that there is trouble between him and Mr Lansing. Count Bernstorff, it is stated, has been warned to mend his ways or depart. ABOUT MADAGASCAR, LONDON, February 20.—The French Government officially denies the report of an attempt at insurrection in Madagascar and says that the majority of the natives are loyal.
