The question of administering occupied territory is causing dissension between the Austrian and Hungarian Governments. The trouble is accentuated by rumours that the Austrian commander at Belgrade ordered the Hungarian standard to be taken down. Count Tisza. questioned in tho Hungarian Parliament, said that he considered that Austria, should administer Russian Poland and that Hungary should administer Serbia.
