BOROUGH COUNCILS.

RICCARTON. Tho Riccarton Borough Council met on Tuesday evening; present—tho Mayor (Mr J. Brown) and Councillors W. Helliwcll, A. D. Ford, W. Edwards, J. Dempster, G. D. White, T. Waddell and E. J. Foster. The Works Committee reported that the work of shingling Alliance Street had been completed and that tho work at Park Lane was finished. Tho report Was adopted. Tho Mayor in his statement said that during his recent visit to Wellington ho had interviewed tho Railway Department relative to a proposed footpath along tho railway line to Riccarton Road. Ho had been told that the agreement was almost ready, and th.it probably within a few weeks the work would be commenced. Tho Riccarton Burgesses' Association wrote applying for tho use of a room in tho Town Hall for tho purpose of holding its meetings. The letter was referred to the Hall Committee. The finance report showed "the receipts since tho previous* meeting to have been £279 3s 2<i and tho expenditure £221 16s 6d. Accounts amounting to £179 14s lid were passed for payment. SUMNER. Tho Sumner Borough Council met on Tuesday night; present—the Mayor (Mr G. W. C. Smithson), and Councillors T. Whitfield, M. Lawrenson, F. Rankin, G. Brewer and Wood. Accounts amounting to £941 17s 8d were passed for payment. Tho gas manager's report stated that 282,800 feet of gas had been'made in July, 1914 as against 154,360 in July, 1913, and that 228,400 feet of gas had been sold in July this year, as against 199,000 feet for tho corresponding period last yearTHo town clerk reported that, during the past four weeks, the building permits amounted to £740, making a total of £7344 since April 1. With regard to the huts at Taylor's Mistake, he reported- that out of fifty huts only sixteen occupants had paid their foes. Owing to changes of ad- I drosses and sales of huts it is impossible to communicate with tho owners. Huts have been erected and sites are being prepared, without tho permission of tho Council. It was decided to push the matter forward and, if necessary, use drastic measures to compel campers to comply with the by-laws. A deputation from tho Sumner Beautifying Association waited on the Council to ask for the uss of a reserve at the foot of Clifton for the purpose of planting; and that the fencing round the reserve on tho bend of the Scarborough Road, above the Boat Harbour, should bo repaired. It was decided to hand over the section at Clifton to tho Association, reserving tho right to retain a part of it. 20 feet by 30 feet for tho use of tho Council. * Tho question of fencing was held over for discussion later. The Department of Agriculture wrote, stating that the plant spiderwort had been added to the third schedule of tho Noxious Weeds Act. KAIAPOI. Tho Kaiapoi Borough Council met on Tuesday night; present—the Mayor (Mr J. W. Barnard) and Councillors fi. Revell, W. Robb, F. Rinaldi, F. J. Smith, R. Dunn and J. H. Williams. The Agricultural Department advised the Council that spiderwort had been added to the list of noxious weeds. Messrs H. Matson and Co. wroto asking if in tho event of tho firm starting a 6aleyards in Kaiapoi tho Council would guarantee that for twon-ty-fivo years no by-laws inimical to tho trade would be passed. Councillors said that they were generally in favour of granting every facility, hut could not see how they could 'pledge future Councils. It was decided to ask Messrs Matson and Co. to confer with the Council. Accounts amounting to £57 3s Id were passed for payment. , Sitting afterwards as tho Kaiapoi Domain Board, a beach reserve was let to H. M'lntosh for an annual rental of £5.

SPREYDON. The Spreydon Borough Council met last night; present—The Mayor (Mr G. R. Whiting) and Councillors W. H. Winsor, E. H. Clark. T. Woods, A. Manhire, D. Sykes, G. H. Rudd, S. A. Hancock and E. Hayes. The Works Committee recommended that tho letter from the FishertonBeckenham Residents' Association with regard to the Tennyson Street drain tshould be forwarded to the Drainage Board and that the Association should be advised to that effect. Tho committee also detailed charges for shingle used by tho Council. It was stated that tho attention of the Telegraph Department had been drawn to the pole in the centre of the channel near the Spreydon bridge. Tho report was adopted. The Finance Committee reported the receipts since August 15 to nave been £7B 0s Bd. Accounts amounting to £304 0s 4d were passed for payment. The bank balances were:—District fund account, debit £359 19s lid; loan interest account, credit £25; shingle pit debit £7O 4s 5d ; loan account, credit £l7O 12s sd. It was recommended that the £1 Is 6d increase on the annual subscription to the Municipal Association should be paid. It was reported that at a meeting held on Thursday the employees of the Council had unanimously to donate half a day s pay. and the balance of the picnic fund to the Spreydon Patriotic Fund.
