The plans arranged by the peace representatives provide for the elimination of Huerta and tho substitution of a provisional government in which the Constitutionalists will he represented. An unfortunate feature, however, is .that the Constitutionalists refuse to agree to any recognition of Huerta, even to the extent of formally removing him. President Wilson is confident that the chances of war have been greatly decreased and is hopeful that the peace conference at Niagara Falls on Monday speedily will solve outstanding difficulties. FIGHTING AT TAMPICO. BRITISH INTERESTS IMPERILLED. The rebels again have- attacked Tampico. British interests are greatly imperilled. The residents are eagerly awaiting the arrival of tho cruiser Bristol. German and Dutch cruisers retired from the river owing to firing.
