News from New Orleans states that the flood conditions on the Lower Mississippi are appalling. XDver 100,000 persons are reported to be homeless. The water is rushing through a breach in the levees, in tho Terras district at the rate of twelve miles an hour. Steamboats have picked up hundreds of marooned persons and preparations have been made at Baton Rouge to care for them. Several towns have been inundated and the. people were rescued in boats.
