Senators Lodge and Bacon and other members of tho Senate's "Foreign Affaire Committee are of opinion that the Monroe doctrine ought to -be revised in order to prevent Japanese commercial interests from securing control of territory in Magdalena Bay, Lower California. The members declare that the possession of such a strategic posi«. tion. even by purely commercial interests, would 1 be a certain menace to the safety of the United States.
