WHOLESALE ROBBERY BY OFFICIALS. United Press Association—By Eleotrio Telegraph—Copyright. LONDON, January 8. A St Petersburg message says that the investigation into the affairs of the Siberian Railway has ended. Over 90,000 complaints were examined and defalcations of at least 20,000,000 roubles were discovered. High officials who frequently did not give documents pocketed the freights, and the names of many non-existent and dead persons were on the pay-sheets.
