BOROUGH COUNCILS.

WOOLSTON. A' fortnightly meeting of the Woolston Borough Council was hold on Monday; present—The Mayor (Mr J. Hayes), and Councillors Bell, Thomas, Wright, Graham, Ooupland, Taylor, Round, Woods and Kadcliffe. The Works Committee recommended that an Order-in-Uoimcil should bo obtained fixing the permanent width of a number of streets less than one chain wido. The recommendation was adopted. The Finance Committee reported that the receipts since the previous meeting had boon £235. The bank balance was £1283, and there were temporary loans amounting to £1585. The loan account was in credit £72 16s, and there was £IOOO on deposit. Tho committee recommended for payment accounts for £7O 19s Bd. The report was adopted. It was decided that the swimming bath should bo opened on- November 1. Mr A. B. Harper was appointed ganger of the concrete channelling gang. SUMNER. The Sumter Borough Council met last evening; present—The Mayor (Mr E. Denham) and Councillors 6. Brewer, J. W. Lill, J. M'Grath, J. D. Lawrence and T. B. Boulton. It was decided, on the recommendation of the Works Committee, to invite local tenders for knapping the scoria on the various 6treets; to instruct tho foreman to report at once all breaches of by-laws; to inform the Christchurch Tramway Board that there was a dangerous pole at the intersection of Hill Road and Nayland Street; and to appoint the Mayor and Councillors Brewer, Lill, Gill and Lawrence a committee to consider the question of providing public conveniences. On therecommendation of the Finance Committee a scale of charges for the use oi tho Town Hall was adopted, and the clerk was instructed to make application for amounts outstanding in connection with the construction of the Esplanade, and to issue final notices demanding payment of all outstanding water rates. The financial statement showed that the district fund account was in debit £B6S 19s Id, and the temporary loan account £SOO, while the special loan account had a credit balance of £49 12s, and the Government loan account a- credit balance oi £1049. A sum of £489 had been transferred from the Government loan account to the district fund. Accounts tor £137 16s 6d were passed for payment. A letter was roceived from Councillor Lawscn, explaining that as .lie was a Civil sen-ant ho was unable to hold a position upon anv public body. On the motion of the Mayor, his resignation was received, and a motion Mas passed expressing regret that he was unable to remain in the Council, and thanking him for the time and attention ho had devoted to the affairs of the borough. The Lyttelton Harbour Board wrote, refusing to make the transfer asked of land at the batlis, but giving permission to the Council to make any works that it might desire. It was resolved to thank the Harbour Board for its permission. Mr E. R. Webb waited upon the Council with regard to a water supply scheme for Monck's Spur. The scheme', of which he gave particulars, provided for the making nl a reservoir to hold 20,00fi gallons at tho top of the spur, and the installation of a hot-air engine capable of pumping to a height of 350 ft, He stated that the cost of the scheme, which would toko about six weeks to complete, would be alxut £4OO, of which the svndicatewaa willing to pay half in addition, to providing the site for the reservoir.
