THE INDIA COUNCILS BILL. United Press Association—By Eleoirio Telegraph—Copyright. , LONDON, April 27, The India Councils Bill was read a third time in the House of Commons. Mr C. E. Hobhouse,' Financial Secretary to the Treasury, promised that power would he reserved to the Imperial Parliament to consider the creation of executive councils elsewhere than in Bengal. He also stated that the Government did not intend that the fact of deportation should disqualify released men for election to the councils.
