The committee on public accounts of the Legislative Assembly to inquire into the action of Sir Thomas Bent when Treasurer paying salaries and other accounts in December against parliamentary authority, reports that the payments were made without the warrant of the Governor. As the supplies voted by Parliament were exhausted the Governor could not issue a warrant. The committee recommends legislative measures on the Canadian lines, providing penalties against, the Treasury or officers signing orders for payment without the authority of Parliament.
