The Irish Nationalists, supported by the li’ish Unionists, demanded a complete scheme of arterial drainage, costing £10,000,000. The Right Hon Augustine Birrell admitted that legislation was necessary, hut it could not he proposed in 1909. On a rather sudden division the motion was negatived by 97 to 80.
