Mr Woinstock, tho special Labour Commissioner, appointed by California to study the Labour laws of the principal countries of tho world for the prevention of strikes, has arrived, and is conducting inquiries. BRITISH AND AUSTRALIAN TRADE. Mr Wickes, tho British Board of Trade representative, met the Chamber of Commerco, and urged the necessity of fostering British interests. His mission to Australia, ho said, was largely to promote the exchange of the raw for the manufactured article, and ho expressed himself confidont of a large expansion of trade between England .and Australia. AN IRRIGATION SCHEME. MELBOURNE, March 27. The Water Commission is completing a scheme for the irrigation of 6000 6quare miles in tho Wimmera district, at a cost of £IBO,OOO.
