A BILL BEFORE PARLIAMENT.

[From Our Correspondent.] WELLINGTON, July 18. Tho Accountants’ Bill, introduced by Mr A. L. D. Fraser, Nap.or, seeks to incorporate an Institute of Accountants open to all who are exclusively engaged in accountancy, or any person who after the coming into operation of the Act shall pass an examination in general knowledge, and the piofefisional examination for accountants prescribed by the Council of the Institute. The latter is to-consist of sixteen representatives from the various parts of the co.ony elected by ballot. Tho duties of the Council will be to register the names of persons applying for membership of the society, and to keep a special register of persons who have passed an approved examination in accountancy, such persona to be entitled to describe themselves as accountants by examination. Power is given to the institute to hold examinations of persons who wish to qualify for inclusion in the special register, to deal with professional misconduct and, other matters. No person other than u registered public accountant shall, after the passing of this Act, perform for hire any auditing or other accountancy work in connection with any public company or building society, while disclosure of information secured by an accountant, obtained during the course of hLs professional work, renders him liable to a penalty of £SO.
