At the Peace Convention Germany, Austria, Italy, Switzerland, Sweden, Norway, Denmark, Holland, Belgium, Luxemburg, Brazil, Uruguay, . Cuba, Ecuador, Hayti, San Domingo, China, Siam, Persia and Turkey voted in the Fourth Committee in favour of the United States proposal for the inviolability of private property at sea. Britain, France, Russia, Spain, Portugal, Japan, Mexico, Panama, Columbia, San Salvador ■ and Montenegro voted against. Chili abstained from voting, and there were eleven absentees. This result amounts to a negative, since an absolute majority is necessary.
