Mr Keir Hardie and twenty-nine Labour members of the House of Commons have issued A manifesto urging electors to vote for Labour municipal candidates. The manifesto declares that if fhe Housing Acts were properly administered, 2,667,500 persons would not now be living in overcrowded tenements.
