BOROUGH COUNCILS.

• NEW BRIGHTON. The New Brighton Borough Council met on Monday; present—The Mayor (All - G. D. Macfailane), and Councillors Glanville, Lightbody, Israelson, Odey, Mason. Hawker, Bellamy, .Icoble and Caygill. A letter from Air Jl Alackie, Deputy Inspector of the Labour Department, referring to the award under which ,the Council’s employees are working, was referred to the Works Committee. A letter was received from the Seddon Memorial Committee, enclosing subscription sheets, which it was agreed to circulate in the borough. A letter from Air J. C. Anderson, secretary of the New Brighton Beautifying Association, in reference to work which the Association wished undertaken, was referred to th© Works Committee. A letter was received from the secretary of the Treasury, stating that the Colonial Treasurer has author rised the transfer of £434 19s 3d from contingencies to the lean granted for channelling and kerbing. The Town Clork reported that with the exception of about a chain near the Tram Bridge the formation and metalling of Sea View Road had been completed. The rest of the road would be attended to when the Tramway Board had- finished the approaches to the bridge. The footpath along the Esplanade was being, proceeded with. Scoria was being broken 1 and spread on the roadway extending from Sea View Road to the beach. The Snnatation Coijimittee reported 5 that it had made a tour of the borough, and had found that the state of affaire was very deplorable. No fewer than seventy-nine oases of non-compliance with the .borough by-laws had been discovered, and some of the cases were very bad. The Alayor moved that extremd measures should be taken against the offenders at once. The Town Clork said he had been round the borough recently, and he knew of no such cases o« contained in the report. Councillor Mason seconded the Mayor’s-mo-tion, which was earned on the voices, and the inspector was instructed to see that action was taken immediately against the offenders. /, KAIAPOT. A meeting of the Kaiapoi Borough Council was held on Tuesday; present—the Alayor (Mr J. H. Blackwell), and Councillors Parnham, Pearce, Haylnan, Bate, Wylie and Sullivan. On the motion of the Alayor, a letter of condolence wasorclored to be forwarded to the relative® of the late Air E. G. Kerr, , Timaru. Dr Orawshaw wrote, stating that a case of scarlet fever had been reported on Cam Road. A letter was read from the District Health Officer (Dr Finch), saying that he did mot considor the water lying on the railway property on the North Road wa® a nuisance under the Act. A letter was received from Air Brittan, bursar of Christ’s College, stating that a draft .agreement-would' bo forwarded in a few days for the drainage of Cam Road. The surveyor's report was read and adopted. The Finance Committee reported that the receipts had amounted to £sl 15s 7d. The debit balance stood at £202 6s 10d,‘and accounts for £l2l 12s 9d were recommended for payment. The report was adopted.
