ANOTHER APPOINTMENT.
MR WINSTON CHURCHILL ON THE

LONDON, December 15
Mr T. R. Buchanan, M.P.' for- East Perthshire, has been appointed financial secretary to the Treasury. Mr Winston Churchill, addressing the City Liberal Club, said that freetrado, self-government and peace would be the principles governing the Liberal colonial policy, the nation giving with open hand and open heart all it had a right to give of its protection and credit in )a great, free market, asking no price, driving no bargain, seeking no calculated repayment. Tills, he said, is the only union that will be able to preserve through all years loyal, powerful, prosperous and profitable colonies. LONDON, December 16.
Lord E. Fitzmaurios, ! Under-Secre-tary for Foreign Affairs, will go to the House of Lords.
