(Received December 15, 10.22 p.m.) BERLIN, December 15. Herr Bobel, in the Reichstag, implied that the Kaiser was the chief cause of tixe tension with Britain. Ho gave tbe signal for the increase of tho fleets of all countries, yet the alliance of Britain and Germany meant the lasting peace of Europe. Prince Von Bulow declared that it was nonsense to pretend that Germany was pursuing aggressive plans against Britain, and idiotic lies to assert a violent collision between the Kaiser and King Edward. It was untrue that Germany was ever on the point of declaring war against Britain, or ever irritated or provoked Britain. Germany only claimed the same elbow-room in matters of commerce, industry and navigation as others enjoyed.
