The "Times” reminds Lord Rosebery that the Australians had no call to express themselves respecting the Chinese on the Rand, and that essentially the Transvaal’s decision was taken on the same autonomous principle prevailing already in all the self-governing colonies. For the Liberals to interfere to upset the deliberately expressed desire of a colony would be a strange departure from Liberal principles.
