In respOhd ing to the toast of his health, Lord Milner said that he did not believe that tho Boers would refuse to join their British fellow-subjects on terms of perfect equality in the management of th« country’s affairs. It was a mistake to gird at the Boers for not displaying friendliness; it was a mistake to coay them by giving them more than, they were entitled to. - . Replying to a civic address,, in th< presence of 6000 persons, Lord Milnei declared that it might bo useful to have one more man in England ao quainted with South Africa. His heart had always been South African. y
