PROVISION FOR SERVICE ABROAD. United Press Association—By Electric Telegraph—Copyright. LONDON, March 31. The Service of Militiamen Bill has been read a second time in the House of Lords by 69 to 21. The Earl of Dououghmore, Under - .Secretary of State for War,-explained that the Bill authorised the employment of militia abroad in time of war while safeguarding the rights of the present militia.
