' SYDNEY, Dec. 13. .It is understood that Mr David Mills, th«\ Melbourne manager for the Union Stca ‘•nship Company, has submitted to Sir E. Barton a proposal that £40,000 should be paid for an up-to-date Vancouver mail service, ft is believed that tho amount named dok s pot coinmend itself to the Federal Government. Possibly the contract may bo expended, at any rate for a short period, on a. basis similar to that of the present arrangement.
