The Foreign Legations desiring to avoid demonstrations did not announce their departure from Caracas. The British and German ultimatums were served at the private residence of Doctor Baralt, the Venezuelan Minister of Foreign Affairs. A blockade is imminent. THE PRESIDENT DEFIANT. (Received Dec. 11, 12.25 a.m.) 'NEW YORK, Dec. 10. Tho United! States Minister at Caracas will protect ..British and German interests and subjects, and undertaker, to infor.mally mediate if an opportunity is afforded. President Casti.o has published a statement virtually declaring that Venezuela's creditors must wait until internal peace has been restored, He is unable to accept humiliations which are offensive to tho dignity of Venezuelans. The statement is regarded as defiant.
