(Received June 24, 1.12 a.m.) LONDON, June 23. .Russia has dexterously withdrawn from the government of Tientsin, on the pretext that she will not impose onerous conditions on China, preliminary to the Viceroy s resumption of affairs. The Pekin correspondent of the " Times " gays that Britain ought to withdraw*. Italy and Japan will then likewise do so, and doubtless France will follow Russia. Germany will thus be left to cope with the situation alone.
