BOROUGH COUNCILS.

NEW BRIGHTON. A special meeting of tiie New Brighton Borough Council was held on Monday evening ; present:—Tha Mayor (Mr George Mlntyre), and Councillors Winny, Bellamy, Edwards, Foster, Thompson, De La Mare, Wyatt and Glanville. Leave, of absence was granted to Councillor Walker. The Mayor explained that the meeting hadbeen called for the purpose of moving a special order striking a rate to provide interest and charges for the loan of £3OOO, granted by the Government under the Loans to Local Bodies Act. Correspondence was read from the Secretary to the Treasury on the matter, and on the motion of Councillor Winny an or,der was passed making a special rate of fivepetnee in the £ on the rateable property in the loan area of the borough. It was resolved that a special meeting should be held on Oct. 29 to confirm the resolution. . The usual fortnightly meeting of the Council was then held. Correspondence was received from the Lyttelton Harbour Beard, stating that it proposed to erect a landing stage on the Avon below the Tramway Bridge, and asking the consent of the Council as a.number of piles would have to be driven into the ground controlled by the Council. It was resolved that the Council should give the necessary consent. , From the Council's solicitor enclosing ai cheque for £l9 2s 7d. received in respect of last year's rates collected by him. From the Treasury, announcing that the Colonial Secretary had approved of the application for a loan of ,63000 provided that the regulations under the Loans *to Local Bodies Act were conformed with, and forwarding the wacessary forms for signature. The Town Clerk reported receipts for rates 1899-1900 £l9 12s Bd, 1900-1901 £l2 12s Bd, credit balance £2lO 3s 2d. The ordinary meeting of the Ashburton Boremgb. Council was held on Monday night. Complaints were received from Vnraers of land- adjoining the riverbed that | cattle were allowed to graze on the riverbank, and the inspector was instructed to Jmpound cattle found wandering there or on the streets. The Library Committee recommended that five members should be appointed to the committee from the subscribers to the institution', but as the recommendation was not accepted in its entirety by the Council the report was withdrawn. A resolution to increase the salary of the inspector of .nuisances by £25 per annum', and add to his duties by appointing him to collect overdue rates, was lest, a.nd it was resolved to allow him 5 per cent commission on amounts collected. The Mayor reported that the new Council buildings were finished and furnished, and the next meeting of the Council would bs held in them. The request of a deputation from the Sports Association, feu- permission to ereob a pavilion in the domain adjoining the tennis courts was referred to the Domain Committee.
