Etienne, one of the deputies for Algeria, and leader of the colonial party, in the Chamber of Deputies, advocates securing the abrogation of the self-denying Anglo-French ordinance regarding the New Hebrides. He contends that New Caledonia will never be prosperous or strategically safe until the Nexv Hebrides are French.
