SUBMARINE BOATS. United Press Association—By Electrio Telegraph—Copyright. LONDON, August 21. The British torpedo gunboat, Hazard, has been placed in commission. The first step has been taken towards the establishment of oi flotilla of submarine boats. Five submarines, with a speed of seven knots an hour, are being completed at Barrow in Furness.
