A VOTE OF TWO MILLIONS. United Press Association—By Electric Telegraph—Copyright. LONDON, July 31. ■ In Committee of Ways and Means, a resolution sanctioning an expenditure of £2,000,000 on the Pacific cable was adopted by a majority of 114. Sir Michael Hicks-Beach undertook not to raise the money till the Bill had been passed.
