THE BUDGET BILL. \ United Press Association—By Electric Telegraph—Copyright. (Received July 19, 1.14 a.m.) LONDON, July 18. The Budget Bill was read a third time by a majority of 170. In the debate on the Budget Bill, Mr Chamberlain ridiculed Sir W. Y. Harcourt's pessimism over the financial prospects of the late Republics. Already the Orange colony showed a surplus.
Sir Michael Hicks Beach stated; that the Coal Tax concessions, amounting to threequarters of a million, would, be provided ont of the loan funds. Ho had still nineteen millions in hand. During the thirteen months of the war, forty-five millions had been provided out of taxation.
