BOROUGH COUNCILS.

!BT ALBAm ' A meeting of Ifcha St Albans Borough Council was held last; evening j present— Th& Mayor (Mr T. H. Davey), Co-uacillors Barlow, Anderson, Morgan, 'Newton E Buxton, Hyde, Carter, Carey and Money. The Works Committee's- ceporfe was read and adopted. : The- Lighting Committee's repot d was also adopted. .The Works Committee asked for further time to prepare the report with regard to the 'Recreation. Ground. The request was granted. Tie Finance Committee imported receipts amounting to £137 6s 6d, a debit balance at the bank of £665 17s sd, and recommended accounts amounting to £286 9s 8d for payment, On the Loan account a credit balance of £3486 7s 7d Teas reported. The report was adopted. The general rate of lid,in the pound was adopted. A'request from the Riccarton Road Board that the Council should pay half the cost of a lamp at the junction of Holmwood and Boundary Roads was acceded to. The patronage of the Council was granted to a concert to be given by the Loyal Orange Institution on July 12. The clerk was instructed to sue for all outstanding rates. Councillor Hyde moved: *' That this Council take steps to communicate with the •Christchuroh City Council and other borough councils near Christchurch to ascertain what steps, if any, can be taken to get a biul through Parliament to alow 'boroughs to take up the matter of municipal insurance in the various districts." Several Councillors spoke against the motion. They were in favour of the;principle, but thought that the Council should approach the Government direct. The Mayor pointed out the great advantages of municipal insurance. Instead of paying 17s or 18s per cent under the present system, if municipal insurance were compulsory, Is 6d would coyer all risks. There would be no expenses, and if no fires occurred, "and funds accumulated, the insurance rate could be remitted for a year. Councillor Hyde then altered his motion to '4 That a committee be appointed to draft a circular showing why compulsory municipal insurance should be adopted, and asking the'Government to bring in a bill destfinig with the matter} and that the •circular be sent to every local body in New Zealand, asking that pressure should be brought to bear upon the Government." The motion was carried. A committee consisting of the Mayor, and Councillors ■ Hyde, Anderson and' Carey was appointed. The meeting then dosed. SYDENHAM. The ordinary meeting of the Sydenham; Borough Council was held. last evening 5 prefeent—the Mayor (Mr B. P. ManMre), Councillors ; Forrester, Rowdem, ■ Jones, Taylor, Hadfk'ld, M'Meekan, Clifford, Sim, Millar and Webb. Mr E. W. Turton wrote/ resigning his position as fire inspector to the Council. The resignation. was accepted, and it was .decided to thank Mr Turton for his past services. A letter was read from'the Engineers' Band, inquiring whether, in view of the City Council's action in providing musio in Christrihurch, -the Sydenham Council -would undertake to engage the. band for the same purpose. Councillor Hadfield moved that the letter should be received. Councillor Sim said that the Council should meet the representatives of the band and confer on; the question. Councillor Webb was of opinion that a band should be engaged to play occasionally. He thought it'a step in the right direction. Councillor Hadfield said he did not desire to move against such a measure. He would alter his motion to the effect that tibe Engineers'.Band should be asked to state on what.terms it would agree to' supply music to tihe public of Sydenham during the, summer months. It was ultimately decided to request., the. band to meet the Works Coanmiittee and confer on tie subject. Consideration of the balance-sheet was deferred till next meeting. The epecM order for the special loan of. £9600 was placed before th® meeting, raised to £lo,ooo' and passed. The Finance Committee reported receipts £364 19s 9d. Wages and salaries to £147 8s Id to June 21 had been paid. Payment of accounts amounting to £156 Is 9d were recommended. Tbe balances of accounts shewed credits on. the separate account to £163 12s Id, interest account £933 2s lOd, and on the loan, account to £4094 19s 2d, and debit on f(he general account £502 16s 10d, separate and interest account £1096 14s lid, and to depositee £2400. v ' The committee recommended that the Borough Councils and Road Boards near Christohurch now' using the valuation rolls supplied by the Valuation Department should bei each asked to send a delegate to a conference to be held hi Sydenham on July 16, to consider the method's adopted for making and revising the rolls and the charges made for doing the work. The report was adopted. The Works Committee reported' that several oases had recently come under notice where people had oommenoed to build,before submitting, plans for the approval of the Council. The committee had instructed' the Inspector to prosecute in future cases', without notice to the persona concerned. The committee recommended that one month's notice should be given to the tenant • of the Council's property in Colombo Street to terminate his tenancy. The report was adopted. This terminated the business and the meeting closed. LYTTELTON. An ordinary meeting of the Lyttelton Borough Council was held last night 5 present—the Mayor (Mr T. C. Field), and Councillors Brown, Cleary, Garrard, Kay, Cook,- Smith and! Radcliffe. The Finance Committee reported that the receipts since last meeting had amounted to £626 4s sd, -and recommended payment of accounts amounting to £204 5s 3d. Th<* general account was in credit £406 ss, and the payments on account of the waterworks Joan amounted to £B3 7s 2d. The report was adopted. A letter was received from Mr Macandrew, District Engineer, New Zealand railways, agreeing to an eight-inch main in connection with the water supply being laid) in the tunnel .'on certain conditions. Councillor Brown, chairman of the Water Supply' Committee,' proposedlHhat Mr Souden, the Council's foremao of works, should be sent Home to obtain the necessary pipes for the work. After a discussion the proposition was referred to the Water Supply Committee to report. Trie engineer of' the pumping-statkm reported that during the last four weeks 5,066,000 gallons of water had been pumped into the main reservoir, as against 3,318,000 gallons for the corresponding'period : of last year. The report of the Lighting Committee, recommending that a local Bill to enable .the Council to establish municipal gasworks, should be drafted, end steps-taken to have it introduced into Parliament, was adopted. The tender of Mr Illingsworth for leasing Reserve 68, near the Lyttelton Rifle range, was accepted at £2l 10s a year. After some routine business the meeting closed. KAIAPOI. The .ordinary meeting of the Kaiapoi Borough Council was held on Tuesday evening, 'all 'the Councillors present. ~ ,A ■ telegram of thanks from Sir J. G. The Council decided to have the fencing material afc once ■carted back from the Cam Read to ths Council yard. Some- sanitary business was transacted, and the Council sat as a Domain ■ Board.
